University Internationalization Strategies in Hong Kong: public-funded vs self-financing institutions

Overview
The Hong Kong SAR (HKSAR) Government has made internationalization a core strategy for higher education in HKSAR in recent years, supported by a range of policy initiatives. Universities in HKSAR have long recognized the importance of nurturing students with an international outlook, with five universities currently ranked among the world’s top 100 and four among the top 10 most international universities globally according to some mainstream rankings.
Although self-financing universities account for a high proportion of student enrolment in the HKSAR, relatively little is known about their internationalization strategies. The largest self-financing university in the HKSAR, Hong Kong Metropolitan University, for example, has a student enrollment exceeding 17,000, which is significantly higher than that of many public-funded universities. This session will explore key elements of successful internationalization strategies, using examples from both the public-funded and self-financing university sectors in the HKSAR.
