Dr. LAO Chi Ngai is currently a member of the 8th Legislative Assembly of the Macao Special Administrative Region (MSAR), Director of Strategy and Planning Office of University of Macau and Council member of the Chinese Association of Hong Kong & Macao Studies. Dr. Lao received his PhD from the School of Government of the Peking University in 2009. He has been actively involved in public affairs and academic research in Macao for years, providing research and policy recommendations on Macao’s economic and social issues.
In addition, he has taken up numerous public or social positions, including Committee Member of the 13th Heilongjiang Provincial Committee of the CPPCC, the Chairman of Macao Economic Association, Chairman of the supervisory board of the Macau Economic and Livelihood Alliance, Member of the Statistical Advisory Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin etc.
Dr. Lao focuses on research in the fields of Macao’s economy, human resources development and higher education. He has participated in many research projects commissioned by MSAR Government. He has also authored and published more than 20 works in the fields of Macao economy and human resources, and more than 150 academic research papers that have been selected as outstanding achievements and received high attention and adoption from the MSAR Government.
