Rui Mendes is Director of International Affairs at Instituto Superior Técnico (University of Lisbon) and a leading voice in European and Latin American higher education cooperation. He serves on the Steering Committee of the Magalhães Network and as Deputy Vice President of the T.I.M.E. Association. He chairs the GAST Working Group within CLUSTER and has coordinated over 30 European-funded projects across Erasmus+, Horizon, and TEMPUS. Rui is also a municipal parliamentarian in Cascais, Portugal, where he leads the Health, Social, and Labour Affairs Commission. With experience as HR Director at Técnico and consultant for ministries and municipalities, he has a strong background in governance, international mobility, employability, and data protection. A founding member of IEHEP, Rui frequently speaks at EAIE, FAUBAI, SEFI, and other global forums. He holds a BA in Sociology and an MSc in Statistics and Information Management.
