7B – AI Use and Policy in ASEAN Higher Education: A Bilateral Research Perspective

Abstract

The rapid integration of artificial intelligence into higher education has outpaced institutional policy frameworks across Southeast Asia, leaving universities to navigate adoption, governance, and ethics largely without regional consensus. This session presents findings from an ongoing bilateral research collaboration between Mapúa Malayan Colleges Laguna (MMCL), Philippines, and Universitas Esa Unggul (UEU), Indonesia — two institutions that since 2022 have jointly investigated how AI is being used by students and faculty, and how institutional AI policies are — or are not — keeping pace. Drawing on cross-institutional data from both the Philippine and Indonesian higher education contexts, this session highlights compelling similarities and stark differences in AI adoption behaviors, faculty readiness, student perceptions, and the policy responses institutions have developed. Critically, the research foregrounds the human dimensions of AI integration: questions of academic integrity, digital equity, cultural attitudes toward technology, and the ethical responsibilities of institutions toward their communities. Rather than prescribing a single solution, this session offers an evidence-based, dual-country lens that enriches the broader Asia-Pacific conversation on AI governance in higher education, grounded in real institutional experience and genuine cross-border scholarly partnership.

Learning objectives

  • Compare AI use patterns and institutional policy responses across two distinct Southeast Asian higher education contexts: the Philippines and Indonesia, to identify regional trends and gaps.
  • Evaluate the human and ethical dimensions of AI integration in teaching, learning, and academic integrity as revealed through bilateral research findings.
  • Adapt evidence-based policy frameworks from this cross-institutional study to inform AI governance strategies within their own institutions.
