8F – Rebalancing Mobility: Building Trust in Asia-Pacific Recruitment
Abstract:
International student mobility is being reshaped by policy volatility in the traditional Big Four destinations: Australia,
Canada, the United Kingdom and the United States. At the same time, Malaysia, Japan and South Korea are pursuing
stronger international recruitment ambitions. The strategic question is not simply where demand will move, but whether
strengthening Asia-Pacific destinations can convert opportunity into sustainable, student-centred growth.
Bringing together national destination leadership, global mobility intelligence and operational expertise in agent
management and admissions, this panel will examine how regulatory change influences student confidence, sourcemarket
behaviour, agent practice and institutional planning. Malaysia provides the host-country anchor, with Japan and
South Korea as comparative cases.
Through three concise provocations and moderated debate, the panel will identify the trust architecture required for
responsible growth: transparent policy and visa pathways, proportionate quality assurance, accountable agent
relationships, credible employability propositions, student welfare and data-informed decision-making. It will also consider
where AI can improve market sensing and recruitment efficiency, and where human judgement, empathy and
accountability remain indispensable.
